Took a break for probably the last year... Log in today and my levels are lower than they use to be. Don't have staff unlocked anymore. Was there a global rollback or just rollbacks to players who used blackjack abuses?

I just recently bought a new ship for 5000 gold and I was being hunted by bounty hunters. How do I port while I'm constantly being hunted and they respawn instantly? Says I can't port while the navy is after me. Please Help.
