I'm not entirely sure, but I don't think the newer shallows is dependent on the raven quest for any loot.

All the new weapons released with Forsaken Shallows are cursed weapons. In order to obtain cursed weapons, one must finish the Raven's Cove storyline. Thus, sadly, the new loot in Forsaken Shallows is dependent on completing Raven's Cove.
