Suggestion Allow us to use leadership while on a fishing boat

Do you mean while fishing? If so then no because the leadership skill is a sailing only skill plus whenever I use leadership it lags me and anyone else that's on board, I could see me using the skill while trying to catch a fish only for the lag to disrupt the process.
