Ben, I'd say, because Disney is a worldwide conglomerate, I mean there is a Disney Land Paris and Hong Kong right? And POTC is pretty popular franchise as we all know, so there's gotta be some Russian players. And as far as I know (someone feel free to correct me if wrong) I don't think there is an international server or I'm not even sure you can change the language of the in-game HUD, so chances are (referring to Hector's post) the player (from whatever country) is likely bilingual, and you'll understand them fine. Besides Ben, just look for the players asking, "Why is Vodka always gone?!" instead of Rum
