Yes, there are invasions for Port Royal and Tortuga currently. You get notified when one is going to start at the next hour, they don't happen on every server, so if you really want to find them you can check the server list on your map page to see if other servers have one going.

When there is a invasion on, or about to start on a server, you will see a symbol with Jolly Roger on it next to the server on the list.

Its completely random to my knowledge... Never know when or where an invasion will appear.. They always are at the top of the hour though. There will be a Skull on the server list on servers with invasions as Luna stated...
