Broken Launcher?

when i loaded the game yesterday .. pressed to open up launcher the game just crashes.... so i uninstalled... and today my computer is throwing up an abort that says about and this notice...C\programfiles\TLOPO\imageformats\qjpeg.dll ... i need some one to really help me ...thank you in advance
