Can you Transfer a Character to another account?

Well for what it's worth they would only ever transfer pirates between 2 paid accounts. So if you wanted them to do it you would have to sub 2 accounts, at least for a month then you can cancel one of them.

I guess now they won't do it at all though.

I think you're right, I remember now. I was going to help transfer a pirate that had a speed chat (unlimited) to the one that had an open chat (basic), and customer service guy asked to pay a subscription for the open chat account - even though just one month. So both of them had to be unlimited. But yes, it really does not matter now, since transfer is not possible anymore.
 
I've transferred multiple pirates before, and I can honestly say both accounts Do Not have to be unlimited. In the case of both of my transfers, the account the pirate was on was basic, moving to my unlimited main account. So Unlimited only matters on the destination account.
