so heres something that I personally would like to see and I even have a system of how it would work
ok so first the materials we would use the materials we get from plundering and we would get new materials only available through defeating enemies (but the materials we get for plundering stay as materials we get from plundering so they wont drop from enemies on land)
next we have a new skill similar to what they did with potions
after this we would have to lvl up the skill to gain access to getting diff abilities and upgrades plus stronger weapons
now we get to where the crafting starts it will be a minigame similar to that of ship repairing except more of a blacksmith style thing where we would use hammers to flatten metal, furnaces, etc
we can start off making any weapon with any appearance. but only if you have unlocked that weapon this goes for basics too so say you had unlimited and had all weapons unlocked you could craft all of them however because your basic you wont be able to use them. for the appearance you would have a bunch of diff options so for a sword or dagger you would have many diff styles of hilts and blades for you to choose you also choose the color of those styles and choose the motion color (after u swing ur sword/dagger it is followed by a trail of color i dont know what its called)
when u level up crafting you gain access to more of these styles and colors
weapon abilities:
for this we would have a certain amount of abilities and upgrades to choose from u know how on the new weapons they have a special ability (most of them) like silver freeze has the ability silver freeze and then you get the weapon upgrades of it too for ex: on behemoth blade it has rank 5 endurance. in order to gain new abilities you would have to lvl crafting and that weapon so if u had lvl 30 crafting and lvl 30 lets say pistol u would have access to all abilities and upgrades for that weapon however you can only choose a certain amount for those say 5 upgrade slots and 1 ability. if your basic u only have access to those abilities that are available to the lvl cap for basics if they didnt have unlimited access (weapons lvl 7 i think and notoriety lvl 15). diff weapons have diff abilities so some of the abilities available for a sword wont be available for a pistol.
rarity:
you know how loot has crude, rare, famed, and legendary well our weapons would have rarity too and so it would depend on both your crafting level and your notoriety. so if you have max crafting and max notoriety you would be able to craft a legendary weapon (only fair because if ur lvl 50 ur supposed to be a very notorious if not legendary pirate so would make sense that ur weapon would be that rank too). again if your basic you will be restricted to crude items
names:
the most important part of all this will be like character creation where you can either name it or choose a premade name
attack:
this relies on your weapon and notoriety lvl (basics restricted to attack stat that is available at lvl 7 weapons and 15 notoriety as their cap) so again if u have max weapon max notoriety you will be able to craft the weapon with the most attack
weapon lvl:
the lvl you need to wield the item (just in case trading ever comes) this will be equal to your weapon lvl
weapon style:
such as sabre, cutlass and broadsword will be available to all with no lvl restriction or anything
please note grenades are not included as grenades are grenades
as far as looting goes these weapons will be slightly less powerful but still close enough so that should that person encounter someone with a legendary loot weapon they will still have a chance. why? because it still takes a large amount of time to get to notoriety lvl 50 weapon lvl 30 and the crafting lvl should also be 30 so its only fair that the legendary weapons you loot are only slightly more powerful

now with all that said i think it will allow us to be a little more unique and i would like to see abilities that would be crafting specific something like summoning ghosts as an ability
