Glitch d3dx9_42.dll not found error

Hi hope this is the right place to post this. I'm new here.
I've been trying to play TLOPO but every time I login I get this error message

I've already tried uninstalling and reinstalling it 3 times and tried to install something called DirectX but it wouldn't let me because it said I the wrong version of windows (I'm on windows 10)
