Discussion Deciphering the new post

This post is clearly hiding something and i've already seen things that caught my eye

But what i may have leads on is the island in the back and who caesar is
  • The island - Isla De La Avaricia
  • Who is caesar - Caesar could just be a random new character but i find that a little hard to believe. Immediately when i read Caesar my mind shot to Black Caesar, Captain Blackbeard's right hand man and one of the few surviving members of his crew after Lt. Maynard got them. "Many pirates feel like they are Ceasar" or... Many pirates feel they are infamous like Black Caesar. If you read the full post it indicates the author of the letter IS NOT Caesar.

the caesar cipher isnt as detailed as this it's just 2 letters back from the one written down and they've done that before that would be too predictable, there isn't enough letters for a caesar either.
The Caesar is definitely a person or thing wether it's black or not

The Caesar cipher actually just involves a displacement number ROT-0 through ROT-25. ROT-0 being not displaced and ROT-25 being displaced 25 characters.
 
Don't post the answer when you figure it out. Let others have the fun of discovering it :) The clues are all in the post, all you need to decipher it
 
Well, Privateering in the game is at the French and Spanish islands, and in the clue shows a pic of Avaricia, so I'm guessing SvS is coming back.
