Found some new Glitches.

1. Tortuga - Daniel Vallance Weaponry has NO exit.

2. Tortugo - Bill Boatswain' s house still has Christmas Decor up

3. Tortugo Bill Boatswain's house. There is no desk to get a bag of coins from.

I think the decoration is causing the glitch for the quest

Odds are exit is in the middle of the room. Many of the shops and buildings have this issue where the exit "node" is misplaced, best way to find it is to track a quest so the ray of light shines on the exit node.

You're exactly right. Been in there a few times. It's located on the wall in the center
