They're also elements of POTCO that are written in C++ the water for example utilizes C++ to generate waves and shift the UV's to give it's apperance.

No, it's not. Panda3D is a VERY powerful game engine, it just is slightly outdated. It lacks a lot of the more common features attributed to game engines, such as a prepackaged scene editor; but it is still incredibly powerful. Although, there's many reasons that a programmer chooses a specific game engine over another. So your engine choice heavily depends on what you're specifically needing to accomplish.

Number 3 is interesting. How about the devs update the graphics totally, and allow people to download one or the other, you know for nostalgia factors. I've nothing to be nostalgic about as this is my first tlopo. If I want nostalgia graphics, I'll go play the original doom or minecraft. I get the classic look thing, but a lot of people love this game and would like it to play smoother. Updating to todays features I think would allow 'smoothness' to be enjoyed.
- You're playing in what looks to be low graphics settings.
- TLOPO is not optimized to work with the latest capabilities of the Panda3D game engine. Why? POTCO was designed in 2004, not 2018.
- TLOPO likely won't update the graphics to support the latest features because there's a nostalgia factor to the game the way it is.
