Question Garb of the Undead

So it's my understanding that the Garb of the Undead (outfit) is only available during certain times of year, for example Friday the 13th events or Halloween. The pants can drop in loot, but the rest of the outfit is unavailable at any other time. Does anyone have any idea if there will be a chance to get this outfit prior to the next Friday the 13th (which is in October)?
 
I think a cool idea would be, one day/month to allow every outfit set for players to buy, and remove it the next day
 
I personally like it as is....it's what makes certain outfits special. If you could get them more often, they would not be rare, know what I mean ?
