It's a decent idea and I myself had kind of wondered about that. Perhaps, since when one is on land, and forgets they have a sail item in there, the game just shows the item with no action that maybe the slot can be used if one puts a land item in there instead of the game keeping the spot unavailable. So make the slot active depending on whats in it?The item slot is restricted only for sailing items. When on land, that makes it useless. My suggestion is to make hold items that work on land. Here are just some examples I'd like to see:

For manipulation of the looting system. Example: At and after level 25 you can collect certain brights (such as DB) that you can’t before that level. However, there are some brights (such as Bright Orange) that you can collect prior to 25. Therefore, by staying at level 24, for example, I can narrow down what brights I collect. You can also do this with famed weapons by staying at a certain level. I didn’t just suggest this becauseWhy would you want an item to not give you rep?
Not to mention some notoriously hard to get famed that only drop from navy enemies, all of which are mostly grey and green level tags at level 50 which drastically decreases the rate of loot drops. Hopefully the Kingshead expansion/update we will get someday will remedy this as well. But even General Hex doesn't always spawn at a red/yellow level tag for level 50s and he drops a unique legendary. Also non-looting things such as keeping level progress with a friend who can't always play, or something like that.For manipulation of the looting system.
