How Does Rep/Exp work?

I've been looking all over for a guide but I can't figure out how skill EXP is awarded.
Is it based on enemy level, damage done, how many abilities used..or something else?
I've also heard that you get less EXP from using a skill that you have put multiple skill points into but I can't find any sources to back that claim up.
 
All of the above, to be honest. It depends upon your notoriety level, your weapon level, what skills you used, the enemy's level, and how many times you attacked. There is no published guide - it's all internal coding.

Like chelsea said you are basically right. Whenever you defeat an enemy you get the same amount of experience for the weapon and the rep. Red enemies will give the highest but are the most dangerous and yellow enemies are evenly match with your current level. enemy color is determined by a combination of the current weapon skill and your pirates level. The more hits you get on an enemy the more rep youll get so its good to use things like a saber for leveling your sword skill and throwing knives for the dagger

To my knowledge the amount of rep awarded is based on how many times you have to hit an enemy to defeat it. Therefore the more skill points spent on increasing a weapons damage the less rep you will get because it was easier to defeat the enemy due to your increased damage.
 
I did some testing on this. It seems hits outweighs damage heavily, though damage does play a role that seems to get exponetially greater the further the enemy's level is from you. You can see this if you take your light sloop and kill a high level warship with only broadsides. you'll only get about 20 more rep than you would from a ship half its level even though you put in around 10 times the shots. I can only assume the diminishing returns on number of hits would be confirmed if a level one could somehow 100-0 a level 20 or so enemy with just a level 3 rusty sabre. It seems to be a really smart formula meant to prevent players from lucking out on a glitched enemy and walking away with thousands of rep. Or maybe it isn't. These are just my assumtions based on what i've seen so far :)
 
I'll be honest here. I've been playing this game since 2007, albeit with a brief 4 year detour, and I still don't understand how rep works. I just do the quests, chat with people, kill enemies and sink ships and the numbers just keep growing. It took me almost a year to realize what skill points were, LOL!
It's all fun though.
