Looting I don't think repeaters drop from Forsaken Shallows bosses - possible bug?

I've looted for potentially hundreds of hours in Forsaken Shallows now, and I've never once found a repeater pistol from any of the area's four bosses. I've asked several others if they have, and they all cannot say for certain that they've ever looted one, either.

Is this a bug or a deliberate design choice by the TLOPO team? I honestly have no clue.
