So recently I was thinking, what is TLOPO really missing? Then it occurred to me that what TLOPO lacks that most MMOs have is high level zones. Now I know that Raven's Cove and Isla Tormenta could be considered high level zones, but what I'm talking about is more a dedicated area, or server that has a level requirement. At this level you could enter the area, but the enemies would all be buffed with higher attack and health. this would require more players, or stronger players to defeat them. However, these enemies would have a higher drop rate for famed and legendary, which would be the reward for more work to defeat them. Now to pair with this, I believe there would have to be a level cap increase to probably around 70. This would allow maxed players to have something new to work towards, and also accomodate for the more dangerous enemies. There would obviously be a lot that would go into this to make it functional, and a lot of tweaks to get everything just right, but that might just mean the survival of the game past the nostalgia years.

Another thing I really wish for is that the new content development team would share their current goals and outline their plans to achieve them. This may make a big difference to many as to how they perceive small new content additions such as Forsaken Shallows and new weapons. I understand that opening such plans to the community may cause great commotion and many might react strongly but I feel it's worth it as people in the community would be less surprised when new content goes live and have a better understanding of how it may fit with future plans and the developers would get the benefit of seeing lots of ideas both critical and supportive of their plans. I don't mean to say the developers should shift their plans to appease the public but with more ideas on what they are doing being available there is more chance to see potential pitfalls. More thought is better than less.

I haven't yet hit Level 50 yet but am getting there pretty quick, the concept of adding something more to keep and maintain interest for those maxed players is intriguing. As it stands most folks that are maxed spend their time looting for desired weapons or clothing and doing what they can to assist newer players. Granted it would be a significant effort, but could be what is needed to take the game to that next level. Just my thoughts.

I don't think the issue is the level cap, as much as the game is far..... FAR to easy in terms of combat.

I understand the game has its limitations, and I don't DEMAND a change of it. I am fully aware it is VERY difficult to program for the team at this early [Beta] stage. However, I do think pirates are FAR too over powered... or at least, enemies are FAR too weak.
[As seen in my post "Pirates are Over Powered"]

I think a mixture between NPC damage needs to be buffed [Since a level 50 Thrall Captain can hit you only for a max damage around 200... While we pirates can hit blade storms up in the 1,000's without even counting critical strike into account. Either that, or nerf pirates, as suggested in my link above.

My point being, the new area won't be anymore difficult than any other area unless theses basic stats are adjusted... it will only take LONGER, it won't be HARDER.

If pirates could go up to say, level 70, that would hard-lock them out of getting Jack Sparrow's Blade and Onyx Curse easily since they'd come from bosses who may have gray tags. This would've been fine before boss-only legendaries.
I think you have to consider that all things must end. I have tried to argue for newer, more powerful, weapons to be more specialized thus leaving the existing legendaries as the most powerful overall type weapons but the new ones the most powerful in some narrow, specific area. This would encourage people to collect a wider variety of weapons and force them to choose between general use and specialist type weapons in their inventory. Of course such a strategy can only go so far in a game that doesn't expand and grow so eventually, if the game is to grow, the level cap and old legendaries should become mid-game items for the top players and of no interest to them other than nostalgia. I think we all fondly remember the Pirate Blade being the end-game sword but I bet it is not in your inventory now, so it should eventually be with the WEB et al.

I think land combat and especially sword combat could be freshened up quite a bit as part of a game expansion. 1 on 1 swords need to be more powerful 1 on 1 than broadswords for sure, this is a major flaw in the game left over from the Disney days. Sword combat and to a lesser degree all land combat needs to be changed to be more skill based and the moves and skills need to be more active and less automated. This is really a different issue than the whole cap level and high level enemy expansion issue and I support eventually working on both, they are things for the future.
