Issue with Raven's Cove quest completion

I've recently finished the Raven's cove quest on another pirate. And before people start claiming rng, hear me out... I don't believe cursed swords are in my pirate's loot pool. I've been at tormenta for an ungodly amount of time now without even seeing a rare cursed. Is there a possibility that the quest is glitched?

Edit: The RC quest is not in my journal either, so its fully completed
Edit 2: I am able to use Nautilus, just not finding any more blades

I got like 8 cursed blades last night in menta on my lil lvl 42 , center pool with pistol and staffing the bridge , most from the center pool area
