Jolly Roger's curse

I had the same issue as well when I first tried to launch the game. I had to manually install the .dill file then extract it to copy it in the (C: )Windows/System32 file folder and then do the same for the TLOPO file folder and its been working fine for me since. Not sure if it will work for everybody but it worked for me. (I used a Youtube video to make sure I was doing it correctly lol)
I think that is the solution to all your problems. The game requires a compatible d3dx9 Dll that is suppose to be in the System 32 folder. With the new directx feature added into the launcher it needs that dll to run the game. ;)
