Try one of the many discord servers in the discord directory. Its the closest thing to the IRC as far as I know.

Likely not anything official, no. We diverted the moderation resources from IRC into the main team around April due to rising player population. As Bart said above, your best bet is to join a Discord channel - though, let it be known that none are "official" for TLOPO. They're all community driven!
