The lively bucko brew potion (level 1 in this example) is supposed to have the effect of healing a pirate continuously at 3% every 2 seconds for 120 seconds. This means continuously, like never stopping until the time runs out. It's meant to be used while in battle, not just when strolling around Tortuga acting cool.
Currently, the potion has zero effect at restoring health when in battle.
Please note, my salty brethren (yall know who you are, lol), that these are observations made in-game and mentioned as this is beta and there are many bugs and glitches needing to be worked out. I mention these issues merely to inform the devs, et.al., of the problems encountered in the game in hopes that they will look into them, etc.
