Lvl 15 or lvl 15?

Alright so even unlocking the ships it has a requirement of lvl 5 and lvl 15 and it doesn't specify if it is noterity lvl or sailing lvl. When I was lvl 5 I though that the regular ships like the Galleon and the Brig could be bough since I saved a lot of gold. But then I couldn't buy them. The I looked at my sailing level and it was at 4. Then when I leveled that up it unlocked the ships. So if there is anything at all, is it noterity lvl or sailing lvl to unlock the ships. nope it was always sailing level. if you arent an experienced sailor you cant sail the war ships just like how you cant use a legendary cutlass without being a master swordsman
