Sailing Navy Ferrets hard to find?

It might just be me, but I've been going around tortuga for 30 mins and have not found one Navy Ferret, all the boats/ships around there are around level 17+

Check around Ravens Cove and Devils Anvil. There are usually lots and lots of Navy Ferrets there

Devil's anvil, Ravens cove, and i belive kingshead should have some.

For me Perdida is peppered in vipers and ferrets lol
