No Loot Containers

When I sail, I only ever get materials and gold. I don't receive any loot from loot pouches or loot Skulls. This happens both when I'm captain and on the ship from the very beginning of the run, or when I join a ship about to port.

Yes. I believe it's a known recent bug. It's a bummer to have 3 skull chests then nothing shows up.
 
Is there any identifiable pattern to this happening? I tried sailing in the busy district vs. several quiet districts, and only saw the issue in the busy district. From previous posts I've seen, doesn't appear to be a matter of being captain vs. crew(?).

This has been a tough one to track down, since it only happens intermittently on the production server. It hasn't been reproducible on the test server or on local.

I have mainly been on abassa or andaba when this has happened as those are usually the two servers we are on when guild sails. But once in a while it has been other servers too and cannot give any specifics as to anything being different when this happens.
