No Waiting During Slow Times

I'd like to propose to allow anyone to play immediately during slow times. There are times where I'd like to play during slow periods but have to wait until the top of the hour. I can understand limiting peak times, but at 2 AM, just let anyone play. There aren't that many playing at that hour.

Nah it's pretty quiet, but if people had access even at "quiet times" those quiet times would be busy making this pointless.
