Raven's Cove Teleportation?

Am I the only one who doesn't have the raven's cove teleportation quest in my journal? I'm currently level 45 and I have the story quest, but the teleportation one never showed up.

This was an issue with talking to Ned. You may have to talk to him multiple times and it *should* pop up.

How many times do I have to talk to him? I've been at it for 20 minutes and I still don't have the quest.

Quests have been slow to add for sometime now , may be an hour may be 8 or a day

I’ve talked to him several times and he only gave me default chat. Is there something I’m supposed to do?
