Question Sailing Cargo Chest Priority

I'm aware that ship materials and loot skull chests are the highest priority and cannot be overridden in your cargo hold, but I was under the impression that royal chests would be overcome by skull chests. After a couple long runs I tested one ship run where I filled my cargo with only ship materials, loot skull chests, and royal chests and then slaughtered 50 ships to see if a skull chest would appear and remove a royal chest. This did not happen and none of those 50 war ships gave a skull chest (or any loot for that matter). So, am I merely unlucky or can a skull chest not appear if the cargo is full with top priority skull chests, material chests, and royal chests?

You are just unlucky, well, maybe not super unlucky as 50 ships is not an inordinate amount to go with no skulls. Skulls and mats will take the place of Royal Chests, most of my runs end when my hold is full of skulls and mats.
 
I've had pouch override treasure chest. I assumed it was a matter of cash value happening to be greater for the pouch. So I'm interested in the exact mechanism as well.

Since it's pretty much a given that sailing loot is flakier than Tony the Tiger's belt pouch full of cereal, sailing loot conclusions are, um, really really inconclusive. Every time someone comes up with something logical and almost substantiated, sailing loot goes off the plank.
So, your assumptions are as good as anyone.

I've not had this problem personally, but it's pretty well known at this point that sailing loot is a bit funky at times, as Squintz already pointed out. As far as I understand it, skull chests and mat chests are supposed to override royal chests in your cargo hold.
 
To address my post at this point, I was in fact just unlucky and since posting I have been able to have a skull chest override a royal chest.

The funky part of sailing loot is not in which items override which but in what you actually get when you port and look at your loot. The loot manifest is correct 100% of the time when you look at the drop down list above your ship’s health bar and the loot overrides always work correctly.
 
I can say with certainty that loot priorities are as follows:
  1. Rare Ship Materials, Ship Materials, and Loot Skull Chests
  2. Royal Chests
  3. Loot Chests
  4. Loot Pouches
  5. Chests
  6. Crates
The way they get replaced is when you get one of higher rank than the lowest in your manifest it will replace the lowest rank item. It is always correct in the manifest when you click on the icon above your ships health bar. Of course when you port all is caddywampus and you will rarely actually get what you earned/stole, lol.
