tlopo.exe - System Error >.<

I just downloaded the windows version of the game and it says:

"The code execution cannot proceed because d3xdx9_42.dll was not found. Reinstalling the program may fix this problem"

This is my first time downloading the game to a PC. Did I do something wrong when installing?
