Most likely your inside of the building or cave, which prevent you from being curse (or undead) from Jolly Roger. If you wish to become undead, you need to be outside.

The Curse of the Muertos Moon appears at Halloween (or sometime around Oct.) & Friday The 13th (Which we're in right now. )

I think the curse is broken. I was standing on the dock on Padres and watched the moon rise and nothing happened. =(

It only happens when the moon is full. There should be a notification in the chat before that happens though.

Just walk up to Jolly during a invasion, I'm sure he would be more than happy to oblige.
I don't know about you all but I get irriatable and hairy during a full moon and leave my scent on house plants.

The Muertos Moon isn't related to invasions. I have confirmed it is working, however, and that players are being transformed properly.
