I am trying to do the Cutlass Upgrade quest, and I cannot find any EITC Barracudas period. I tried searching everywhere multiple times different parts of the day, and I still cannot find them. Any reason why?

Barracuda flagship comes in handy in times of need also > N of Cuba .... I tend to get that one often on quests due to its natural area of respawns .

Okay. Now I just can't find any digging spots at Kingshead. I've only found one. Am I just great at missing things or are they hidden very well? I found the one at the end of the marching grounds.

One in each corner of the field ( turn left entering gate and then to the right of that dig at end ) , one up by the fort in little court yard with 2 eitc in there ........ Ya only need one spot and speed dig it

Barracudas (there's no apostrophe - what's an apostrophe...) can be found in the waters off padres and Tormenta/Outcast.

You can always google the ship locations. It's saved me alot of time from just sailing around aimlessly.

If you google them and still don't find them try other servers. They don't always respawn so try a server with few people on it.

Yes, ships are notoriously difficult to find when you have a quest, even when you are absolutely sure you are looking in the right place. I'm not sure if it's an algorithm in the game causing it or just bad luck. As others have stated all the information that you need is in the Wiki, also, Luna Storm is making maps that will show you where everything is.

When ya have a quest the ships you need may not be where they always where , Disney stated this to me a long time ago , they make it More challenging ! lol

Did they actually say it is more difficult to find them when you have a quest? I think we've all experienced that but never knew it was real. Do you have the original e-mail?

You make it sound like the ships really do disappear from their usual locations when you have a quest. It's something I've wondered about but never enough to actually commit to finding out.

They do disappear. Iv noticed this for years. Nothing would make me happier then the devs removing this. To me, its a waste of time.
Its like that in Toon Town also. If you're looking for a cog, you're less likely to find it on the street.

I don't see a problem with it. It's something that has always seemed to be the case but this is the first time I've seen someone claim to have seen concrete evidence that it is the case.

I wouldn't consider it concrete but i thought it was just for me, until I saw other people talking about it.
