The snow was never an option for phones I believe. I don't know if its possible even as as you said it makes it laggy, but @Davy Darkrage can answer this better

You may be able to get a chrome addon on your phone that does similar snow to the forums. I was using one for the past few weeks because I was impatient and like the snow, lol

Unfortunately it's one or the other. While it is possible to enable the snow on mobile devices, it creates lag and drains batteries... so it's best we keep it disabled on those platforms. Sorry for the inconvenience.
I've noticed the same thing with there being no snow effect, it being on my laptop's internet browser (Specifically Google Chrome).
