All for free! Try out Picnik its pretty self explanitory. For the free version you can edit a photo.. just the same stuff not the layering and such. You can add in themes and some clip art they have avalible. Bring out your pirates eyes and increase the quality of the picture. For Free!

Note - this is geared towards real pictures of real people. I have found it useful for Pirates as well as my real pictures.

Started to experiment with the Saturations and things and found it's better than JASC.. Proof-

Being a hardcore editor, I say this site is good. My advice would be to try it, but don't be afraid to experiment. Pictures look stupid for awhile until you get the hang of what you're doing. Don't expect it to look AMAZING the first time.
 
Photoshop is still the industry standard. You can also make full animations and vids with it. A good freebie program that has many of the same features is GIMP.

There is no thread assigned just for "How To" use GIMP, I guess you just have to learn by doing yourself. But there were 3 threads in the past where our members discussed about designs in GIMP:
