Was the Site Improved?

In my absence, when I came back, I started greeting again. Then, I noticed something: the cooldown timer for new posts (the time you have to wait before you can post on a profile again) sort of disappeared. Was this some kind of quiet improvement that was made?

I can't remember changing anything personally but it's possible someone else did or something changed with a bugfix update.
