I want to know what he is wearing in this picture because I want to make the costume. The waistcoat pattern and the coat is the information I need.

If I may ask, do you need the pieces for a cosplay/costume set, or are you looking to make an in-game replica?
 
As a big nerd of the 18th century clothing, I can suggest a tailor who specializes in replicating custom clothing such as this. He is not cheap, I must warn you, but the quality is absolutely worth it. He studies the pictures and type of clothing you are looking for to replicate it down to the very fabric used on screen. He is your best bet, because I doubt you’ll be able to find anything like this for sale online, it’ll have to be custom tailored!

I would agree with this advice, for certain!

However, if you're set on a do-it-yourself project, you may want to look at the Reconstructing History site - in their Pirate or 18th Century categories - or on Amazon Dry Goods for patterns.
You may also want to have a look at The Fashion Encyclopedia for more information on the styles and clothing construction typical of the period.
