Where are lvl 24-30 undead?

Hello! I am trying to level up shooting and retrained my skill points to get level 5 silver shot
Where can I find a lot of lvl 24-30 undead?
Do dregs/ tormenta enemies count as undead?

Yeah I think so.
Tormenta is the best place for that lvl.
I lvl up shooting there too.

Tormenta enemies actually don't count as undead. I think Padres caves have the highest level undead.

El Sudoron has Executioners and Gypsies (level 24-32), as well as Undead Raiders. They give good rep and that area is essentially always empty.

Yes, connects to Las Pulgas (where Darkheart is located), and Beckett's Quarry.

Isla Cangrejos actually wouldn't be bad, either. The French Undead Lieutenants are 20-26 or something like that and the Capitaines are 26-30.
