If all your graphics settings are on high, it's likely the shaders.
My water appears like that with shaders level 4 enabled.

Likely only with a hardware change. The game will automatically detect what your gfx card supports.

Sorry, I had to edit my previous post ...
On the same computer, I changed from high to custom then back to high, then custom again (back and forth just to test it), and changed the resolutions on windows, and it changed the color of my water. I can see my water shiny like glass (reflection) using the custom setting. Yours is already shiny-looking like that, Basil ... but Idk how or what I did to make it 'pale blue' color ...
