I'm the poster child for running this game in the worst possible manner - bare-bones, bottom-tier Asus laptop running on a mobile wifi hotspot and I'm having NO LAG! None, whatsoever! I'm having a better gaming experience with TLOPO than I had with PoTCO using dedicated AT&T land-line internet service.
I'm just so impressed with how fluidly this game is playing, especially since it's still in semi-open Beta. Hats-off and kudos to the development team. You folks have really done a yeoman's job of making an imminently playable game, even for those of us who are incredibly tech-challenged.
