I believe the Ship of the Line was released in the end stages of POTCO on accident. From what I hear only 20 or so people actually got to buy it for the total of 15 minutes of it being released.. Too my knowledge it is not planned of being added in this game at the current time. Id recommend asking one of the TLOPO Staff members. Im sure either one of these guys @John Macbatten @Stephen Teague would gladly answer your question. All the same welcome to Forums! and if you have any questions feel free too ask!
