Quests Arrest Warrant from EICT Outpost

The quest tells me to get the arrest warrant for Carver but as soon as I enter Thieves' Den, the arrow on the map disappears and when I get to the outpost, I can't go inside. How do I get around this?

The Outpost door works fine. I am going to guess you went to the wrong building. Please see the map below.
