Yeah, this is a known bug. It happens exclusively to Davy Jones' crew, presumably because the way those creatures respawn is by starting at that size and then growing to a normal size.

Does anyone know why they spawn like this? It doesn't seem like it matches anything in the lore.

its a random bug that appears. Eventually will be fixed, in the meantime, enjoy the amusement.
