He's a random boss. He isn't like Darkheart & General Hex. They place random bosses ( like Will and Ben said ) anytime, anywhere.

i think the enemies run on a cycle at some of the islands like port royal tortuga and pardres where after you kill them so many times a boss appears ( might be wrong )

There are some bosses that always respawn in the same spot (Darkhart, Devil Root, etc) and some bosses, like this one, appear in different areas.
