It's been months since I've checked to see if it has been fixed but I don't want to waste gold on my character and buy a rigging upgrade if it still doesn't work. The problem I'm talking about is that you buy a +2 full sail boost rigging upgrade, if you have rank 1 full sail then it will show it at rank 3 in the skill chart thing but on the open sea using full sail would only last as long as a rank 1 would instead of rank 3, same thing for open fire.
