Question How to obtain curse blades?

Hello I have been out of the game for a while, but I remember original POTCO had it that you needed to complete the Ravens cove quest before you could obtain cursed blades from drops, is this still true for TLOPO or can you farm for cursed blades in the respective islands without doing the quest?

Pretty sure you need to complete the Raven's Cove Quest in order to be able to obtain Cursed Blades.
