Question level 50 quests

Ahoy. Is it normal for a fresh level 50 to suddenly get a bunch of random single level 5 quests? Really really low level quests.
Been getting many lately.

Sounds like part of the ongoing messed-uppedness of digsite/crate search quests in general.
 
I get completed partial quests returning all the time , most are upgrade quests of sorts ... Wasting space ! Even the VD quest has returned in mid of the begginning .... completed those again but others are partials so they just take up space , can't drop nor do anything with those , had a few I could drop though !

I just decline when I see one I recognize.
And still no legendary.
