missing EITC sentinal's

I need to sink 3 EITC sentinal's but am unable to find any on the ocean. I've switched districts and tried relogging but none are present. Do they spawn in a specific area?


Edit: just found one near tortuga but it seems to be the only one atm

Try the area around Cuba as well.

Sentinels spawn around Port Royal, Cuba, and Raven's Cove.
