Yes, that would be a good idea. Tortuga is full of pirates, well atleast in the movies. The Navy could invade Tortuga, much like undead invasions. Instead of rising from the ground, soldiers could get off of there ship(s), and walk down the dinghy, or whatever that wooden bridge/dock thing is called xD
