Glitch Notoriety not given from quest when lvl up

When I finish part of a quest and go talk to one of the npcs, if I level up in notoriety I will not receive the rep. For example, if I had 1280 rep and needed to get to 1300 to level up and I went to talk to joshamee Gibbs and got 100 rep from quest, it would say that I leveled up but it won't actually award me any rep. This only seems to happen when you are close to leveling up.
 
Stays the same. I've tried re logging, but no luck. It's seems to just fail to give me the rep for that action. I have no problems leveling up by killing enemies, either. After I level up by another method I don't get the rep from the quest either.
