You know you should explain it.
Basically what happens is when a player crashes while repairing (this is the most common cause, there might be others) it "locks" that repair game under their name. This prevents anyone else from doing it, and since you need to finish all five games to reset them this effectively locks repairing entirely.
Sometimes the glitch corrects itself, or the player who crashed can enter the repair game and finish it, but sometimes even that doesn't work. Plus sometimes the crashing player does not (or cannot!) return, rendering the repair function totally broken until the captain ports.
