Hi my frigate was sunk and then I paid to repair it at a shipwright. I then tried to launch it but it just teleports me back to Tortuga help please. I tried re-logging and everything

I have the same problem with my small frigate. I cant use it or sell it.

This happens from time to time. Best thing you can do is: relog, go on a different server, launch a different ship, dock, relog, different server from the previous two steps and try to launch it. Basically a lot of relogging and if that doesn't work, going to have to wait for the servers to be brought down for stuff like a update or a reset.
