I can't complete the voodoo doll mission because i am already lvl9 and can't spawn sea viper ships.

Maybe the server you looked for Sea Vipers on wasn't spawning the ships properly.

I would try a new server, and look for Sea Vipers between the Islands of Cuba, Ravens Cove and Isla Perdida, there is normally a good number of Vipers that spawn in those waters, and they will spawn regardless of your pirate's level.
